The Massachusetts Life Sciences Center (MLSC) has announced the launch of the third round of an open solicitation for capital dollars to support life-sciences related capital projects for academic/research institutions (including 2- and 4-year colleges and universities), business incubators, and other not-for-profit organizations across the Commonwealth. The MLSC is interested in investing in high potential economic development projects that promise to make a significant contribution to the state's life sciences ecosystem. The MLSC has allocated up to $35 million in capital dollars for this open solicitation.<br />

The MLSC will manage the awarding of capital dollars through a two-phased approach:<br />
<br />
<b>Phase I:</b> Submission of a short online application which will include a 1-page summary of the proposed project. Applicants will have until 3:00 pm on Wednesday, October 2, 2013 to submit their completed application via the MLSC website (link below). Applications will be vetted by MLSC staff for completeness and reviewed by the MLSC's Board of Directors, who will select a short list of projects for further consideration. <br />
<br />
<b>Phase II:</b> If selected, applicants will be asked to submit a full proposal for evaluation. Phase II applications will undergo a full review by the MLSC’s Scientific Advisory Board and Capital Planning Workgroup. A group of finalists will then be asked to make presentations to the Board of Directors’ Investment Committee. Final recommendations will be brought to the full Board of Directors for approval.<br />
<br />
An eligible applicant/project must meet the following criteria:<br />
<ul><li>Applicants must be not-for-profit entities. For-profit organizations are generally not eligible for capital funding, and municipalities and other governmental entities are not eligible for capital funding through this solicitation.</li>
<li>Entities that have already been designated within the MLSC's authorizing statute for capital funding, regardless of whether they have already received their funding or not, will not be eligible. A University, for example, that has already received capital funding from the MLSC for a particular campus or school will not be eligible to apply on behalf of a different campus or school within that University system. </li>
<li>Entities that have not been designated for capital funding within the MLSC's authorizing statute but have previously received $1 million or more in capital funding from the MLSC will not be eligible. </li>
<li>Public colleges and universities that have had life sciences projects funded by the state within the past 5 years, whose feasibility study is not complete by July 1, 2013, or that have adequate state funding will not be eligible for funds to renovate or construct labs. </li>
<li>Funding requested from the MLSC must not exceed $5 million. </li>
<li>Projects must be ready for funding beginning in FY15 (July 1, 2014) and completion of the project must not extend beyond FY18 (June 30, 2017). Applicants may request single or multi-year funding. </li>
<li>Applicants will need to identify and raise additional funds that will leverage any awards made by the MLSC. The MLSC acknowledges that the sources and amounts of additional funding will vary depending on the Applicant, the proposed project, and the availability of such funding to the Applicant. Nonetheless, applicants that have succeeded in attracting significant additional funds will benefit during the review process. </li>

DIGITS is an innovative program that connects sixth-grade classes in Massachusetts schools with STEM professionals to inspire student interest in STEM subjects and careers. Volunteers use a set of hands-on activities to engage students in the classroom. The program also provides a set of online STEM resources to teachers to supplement classroom instruction over the course of the academic year. The goals of the program are to demonstrate to students the connections between the math and science they study in school and the world around them, and to open their minds to the exciting career opportunities that STEM fields provide. <br />

“Building STEM literacy among America's next generation of leaders is critical,” said DIGITS CEO Joyce L. Plotkin. “Our volunteers from across the state are great role models for the students, represent multiple STEM sectors, and are broadly reflective of the workforce - 44% women, 24% minority, and 56% with advanced degrees.” Students reached by the program showed a statistically significant increase in their interest in and knowledge of STEM subjects and careers, as well as an increase in interest in STEM-related after school activities! <br />

In March, NASA launched an exciting new partnership with Lockheed Martin to engage students in America's next phase of human space exploration. The Exploration Design Challenge (EDC) invites students from kindergarten through 12th grade to learn more about one of the biggest challenges NASA faces before sending humans beyond low-Earth orbit: space radiation. Through a series of age-appropriate activities, participants will learn about radiation and its effects on humans and hardware destined for asteroids, Mars or other deep space locations. <a href="http://www.nasa.gov/exploration/systems/mpcv/index.html#.Uf_9hTfUPcs">Orion</a> is the vehicle for these space destinations and will make its maiden test flight in 2014.<br />
<br />
The youngest explorers (K-4) will complete NASA education activities related to radiation. Upon completion, a teacher or other adult may submit the students' names to be flown on the 2014 Orion flight as honorary virtual crewmembers.<br />
<br />
Those same opportunities are open to students in grades 5-8, but they also will design and develop a radiation shield prototype. Instructions, guidebooks and related content are provided on the EDC website.<br />
<br />
High school participants have an even greater challenge – and opportunity! In addition to the activities listed above, teams of students will design a radiation shield prototype that meets established criteria and constraints. Teams will submit their designs, and the top five designs selected will be tested in a virtual radiation simulator. The winning team will travel to Florida for Orion's launch and have its design flown aboard the spacecraft!<br />

This is an exciting, hands-on way to get students inspired and interested in what NASA does now and the grand plans ahead! The Senior Program Manager, K-5 (SPM) oversees the Science Clubs and Vacation Week programs for kindergarten through 5th grade girls. The SPM assists with the development and refinement of training, curricula, evaluation and operations of these programs to meet standards of quality, efficiency, and scalability. The SPM is a member of the program leadership team, consisting of the Senior Program Director, Volunteer Program Manager, Teen Program Director, and Program Operations Director. Science Club for Girls anticipates this position becoming full-time within the next 18-24 months.<br />

<font color="green">Materials Logistics Coordinator</font>, 15-20 hours per week, August to May<br />
The Materials Logistics Coordinator (MLC) is responsible for ensuring that all K-12 programs have the materials they need to run properly. The MLC will purchase and organize all supplies, prepare them for distribution to program sites, and return unused items to stock as they are returned. The MLC will work with the Program Operations Director (POD) to identify improvements to the distribution process and implement them throughout the year. <br />

<font color="green">Program Manager: Lawrence</font>, 15-20 hours per week, August - May<br />
The Program Manager: Lawrence (PM) operates for an average of 15-20 hours per week over 40-weeks from August to May. The PM reports to the Teen Program Director, and oversees the operation of science clubs at up to five (5) program sites. The PM is responsible for building relationships, ensuring effective communication, and building an atmosphere of collaboration and learning with schools, site partners, parents, site mentors, and the community at large. Currently this position oversees all local K-12 SCFG programming in the Lawrence area. Program is currently split equally between after school science clubs and teen program oversight and mentoring. </ul><div class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; layout-grid-mode: line; mso-bidi-font-size: 10.0pt;">Recent experience and analysis of MMSA leadership needs has driven a decision to make the Executive Director position initially part-time.<span style="mso-spacerun: yes;"> </span>Depending on the needs of the new ED, the match between her or his qualifications/experience and MMSA projects, and successes pursuing new grants/contracts, the level of part-time for the ED has been set at 80%. That decision reflects the realities of soft money funding and the fact that, in the FY2014 budget, all but one member of the MMSA staff will be part-time.<span style="mso-spacerun: yes;"> </span>Handling administrative and leadership responsibilities has recently taken about 25% of a full time ED.<span style="mso-spacerun: yes;"> </span>A four-person administrative team of 3 FTE handles most administrative issues, and all are part-time.<span style="mso-spacerun: yes;"> </span>Fund raising, grant writing, and contract management for State agencies requires, on average, roughly an additional 25% from the ED.<span style="mso-spacerun: yes;"> </span>The Board believes that funding the ED position at 80% will follow current MMSA practice while permitting the new director to lead needed growth and build an even stronger future for MMSA. <a name='more'></a>The Program in Education, Afterschool & Resiliency (PEAR) is dedicated to improving outcomes for youth through program development, school reform and prevention. PEAR provides trainings and assessments tools that inform educational programs and professionals about program quality and the socio-emotional development and resiliency of students in schools and afterschool settings. This position will work across PEAR departments and be integral to many aspects of internal and external operations.<br />

<span style="color: green;">Responsibilities:</span> <br />
Guided and supervised by the Senior Manager of Research and Evaluation, the RA will:<br />

<li>Create, edit, and maintain survey documents.</li>
<li>Monitor and maintain databases and conduct descriptive analyses as needed.</li>
<li>Create and disseminate data reports for clients as needed.</li>
<li>Communicate regularly with PEAR staff and outside partners to provide information related to trainings, research projects and/or data collection.</li>
<li>Perform other duties as assigned.</li>

This course (intended for grade 3-8 teachers) will focus on identifying and developing students' conceptual thinking about physical science, whether concrete, emerging, or mis-constructed. Participating teachers will see how to support the connection and development of concepts across and within grade spans by actively engaging with colleagues in investigations. They will learn about tools, strategies and approaches to assess students' initial ideas, including possible misconceptions. Course participants will learn how to plan for and support student learning to advance student conceptual thinking in productive ways as they learn science. Multiple resources will be used for effective planning and instruction, including the Massachusetts Science Curriculum Standards, formative assessments, differentiation strategies, models of student work, learning progressions and strand maps. Through this course participating teachers will also deepen their fundamental knowledge in physical science concepts and learn how students’ conceptual thinking develops in: Force and Motion, Properties of Matter, and Energy Transformation.<br />

<br />
Powers is the inaugural winner of the award, which recognizes a Massachusetts teacher who is making significant contributions to STEM education. She will receive a $5,000 grant to be used for STEM education and will be honored at the 2013 Massachusetts STEM Summit held at Gillette Stadium in November and in a pregame ceremony at a 2013 New England Patriots game.<br />
